The suggestion in 6 that Hong Kong should

provide a larger number of senior grade posts in the

Marine Service was purely tentative and if the

Governor prefers the grading recently suggested by

Hong Kong in 1, then I think we may agree.

As far as the modification of the residential

allowances is concerned, this depends upon the

decision taken on the Anomalies Committee Report on

53723/38 and I suggest that no decision should be

taken on this file until the other question has been

decided. If it is decided to accept the

recommendations of the Report, then I see no objection

to the salaries proposed in 8. If, on the other hand,

as I have suggested, a modification of the Committee's

recommendation is agreed to, then Hong Kong will

presumably revert to the salaries originally proposed.

As far as paragraphs 4 and 6 of the despatch

are concerned, I see no objection to the Governor's

proposals.
